SPI of the Month: More Legumes in Germany

In Germany, the Science-Policy-Interface (SPI) on plant-based protein focuses on promoting legumes for human consumption as part of the national strategy to support healthier, more sustainable, and plant-based diets. Built around a case study on plant-based protein, the SPI brings together a wide range of actors – farmers, processors, producers, researchers, retailers, and policymakers- to identify barriers and develop coordinated solutions along the legume value chain.

Two workshops served as the core of the SPI process: the first explored drivers and barriers to increasing legume production, while the second introduced best-practice projects, promotional programs for regional legumes, and cooperation models like the German Legume Network (LeguNet). These discussions revealed that the challenges facing legumes are complex and vary depending on stakeholder perspectives.

Key Messages:

  • A stable political and strategic framework is essential: Long-term policy support is just as important as financial incentives. Without consistent strategies and clear political backing, efforts to strengthen legume production and processing remain fragmented.
  • Stronger cooperation and networks are key levers: Initiatives such as LeguNet show the importance of connecting actors across the value chain. Only through collaboration—from cultivation to processing and marketing—can structural gaps be closed and innovations scaled.
  • Processing remains a weak link: While some small players are making progress, the processing of legumes still lacks technological expertise, investment, and incentives. This limits the availability of appealing legume-based products on the market.
  • Education and consumer awareness are critical: Legumes are still associated with outdated perceptions. Raising awareness through educational initiatives (e.g. in schools or chef training), and providing positive experiences (e.g. “Bean Day” in canteens) can help increase acceptance and demand, particularly for unprocessed legumes.

There is no one-size-fits-all solution. Unlocking the full potential of legumes in Germany requires a combination of stable policies, targeted support, strong networks, and education efforts along the entire value chain.
